The Chula Vista City Council approved four upper-management appointments during a closed session last week, filling vacant deputy city manager positions and elevating veteran staffers to director roles in public works and finance.
The appointments were announced following the close of the council’s March 17 meeting.
Sarah Schoen, who has served as the city’s director of finance since joining Chula Vista in September 2021, was appointed deputy city manager. Schoen brings 27 years of professional experience to the role, including prior service with the city of San Diego, where she last held the title of assistant director of finance. She resides in San Diego.
Roy Sapa’u, who joined the city approximately six months ago as director of development services, was appointed deputy city manager and will retain oversight of development services. Sapa’u previously served as deputy city manager for the city of Encinitas and has 25 years of experience in public administration. He resides in Escondido. Together, Schoen and Sapa’u join Deputy City Manager Courtney Chase to complete the city’s management team.
Angelica Aguilar was appointed director of public works, taking the top role in a department where she has served as assistant director for the past eight years. Aguilar began her career with the city in 1999 — her first professional position after completing graduate school — and has worked across several departments, including police, administration and budget and finance, where she served as assistant director from 2004 to 2018. She has more than 26 years with the city and resides in San Diego.
Adrian Del Rio was appointed director of finance, stepping into the vacancy left by Schoen’s promotion. Del Rio has served as assistant director of finance since November 2021 and brings nearly 20 years of professional experience to the role, including prior service as assistant director in the city of San Diego’s finance department. He resides in Bonita.
