More than five decades later, that welcoming environment still defines Hong Kong, and it is now drawing a new wave of global investors under the New Capital Investment Entrant Scheme (New CIES).
Introduced in March 2024 and further enhanced in 2025, the scheme provides a path to permanent residency for high net worth individuals (HNWIs) and affluent families seeking a long-term base in Asia.
Gateway To Leading Finance And Opportunity
Ranked first in Asia-Pacific and third globally as a financial center in the 2025 Global Financial Centres Index, Hong Kong has long served as a base for wealth creation and capital flow. It is the largest cross-border private wealth management hub in Asia, home to over 70 of the world’s 100 largest banks, and a leader in asset and risk management. Hong Kong was also the top global fundraising hub for initial public offerings (IPOs) in the first half of 2025. And as of September 30, 2025, Hong Kong’s new listing pipeline has expanded to 300 applications, reflecting a robust market opportunity.
These strengths, along with transparent regulation and a legal system rooted in English common law, make it a natural choice for investors seeking agility and sophistication. Its tax-friendly regime, where corporate and personal income tax rates are capped at 16.5% and 15%, respectively, adds to its appeal for both families and multinational firms.
An Investment Route To Residency

To qualify, applicants must demonstrate net assets of at least HK$30 million (US$3.8 million) held over six months prior to application. They must also commit to investing a minimum of HK$30 million (US$3.8 million) in permissible investment assets.
Upon formal approval, investors can bring their spouse and children under 18 to reside in Hong Kong, with a pathway to permanent residency available through continued investment.
In March 2025, enhancements were introduced to align the scheme more closely with the needs of family offices and modern wealth structures. Investors may now hold permissible assets through wholly owned investment vehicles under a family office, benefitting from Hong Kong’s existing tax concession regime. Qualifying family offices can enjoy profits tax concession for eligible transactions if they meet the minimum asset threshold of HK$240 million (US$30.9 million) and other criteria.
Recent enhancements to the scheme have made investment in Hong Kong’s property even more attractive. The scheme currently allows investment in real estate subject to an aggregate cap of HK$15 million (US$1.9 million). In addition, the threshold of transaction price for residential real estate has been lowered from HK$50 million (US$6.4 million) to HK$30 million (US$3.8 million) for one single property. Such measures create more accessible entry points for those looking to invest and live in one of Asia’s most vibrant cities.
